After the Decree on the Organization of the State Council of Serbia in 1840, where it was decided to establish and organize a postal service in Serbia, there were no new postal laws until 1843. In mid-January 1843, a commission was formed consisting of Stevan Stojanović, Ilija Garašanin, Jevrem Nenadović, and Uroš Borišević. They submitted a report to the Council on April 6, 1843, regarding postal regulation and a request for a new postal law, which Prince Aleksandar Karađorđević signed on October 15, 1843.

Based on this law, there were four main postal lines:

  • Belgrade – Grocka – Požarevac – Kruševac (Kučevo) – Milanovac (Donji) – Brza Palanka – Negotin to Radujevac
  • Belgrade – Grocka – Kolari – Palanka (Smederevska) – Batočina – Jagodina – Ćuprija – Paraćin – Šupeljak (Jovanovac) to Aleksinac
  • Belgrade – Grocka – Kolari – Palanka (Smederevska) – Batočina – Kragujevac – Brusnica – Čačak – Požega – Užice to Mokra Gora
  • Belgrade – Palež (Obrenovac) – Šabac to Loznica
